People do it. Mostly natives and tourists so they have things set up to accomendate. With that being said the winters are getting warmer so it probably won't be as bad as you think. Just remember to dress in layera

Layer your clothes, t shirt, looking sleeve shirt, sweat shirt, coat or parka. Boots try the second hand stores for lower cost.

Don't worry a whole lot about the cold. If you stay moving, regular cold weather gear is fine; Warm jacket, long under wear. If you do spend some time outside, the best things are warm boots, and warm gloves / mittens. A scarf or buff is really helpful for keeping your face warm. Biking at 20 below is possible. Most of the sidewalks are cleared so you can walk or bike around. (sidewalk biking is oddly the law if Fairbanks) macs transit runs the city bus. They have routes posted online. Have fun!
