Moldova is not an UE country so the process to cross border with a rental car is a little bit complicated, so most of the companies do not rent cars for it. But you can search if you can find any, there it might be. To answer your question: is not a matter of the driver is a matter of the rental company if allows or not to cross border in Moldova with a rental car.
