Hi Laurence, how are you? Are you still in Kupang? You can try to go to Tenau port and from there go to Semau by small boat. You can meet them on the right side of the terminal building (don't go inside the terminal building). I don't know how much you need to pay them, but I think it's around 50k-100k for a one-way trip. Let me know if you need more assistance.
