Hello, Yes they are and actually a lot. You have to leave the city center and go up the valleys for example. Just cross the railway and you will park for free (Vallée du Careï or Vallée du Borrigo). Another spot that comes to my head is the promenade towards the border, once you have exit the tunnel and driving forward the border, everything should be free there even the parking next to "Marché U" by the sea.
