At Basset and San Pedro there's a makeshift skateboard park with some quarter pipes and ledges. Lake Cunningham has a legit park from what I hear and fair oaks park in Sunnyvale is fun

I was going to recommend Lake Cunningham (huge!) and Fair Oaks in Sunnyvale too. You'll have a blast at those.

I know this post is old but since the OP requested INLINE skating, my suggestion is to avoid all the other answers as those parks are more for skateboarding. Check Stonegate or Mayfair park in San Jose. They are free and have no helmet/pads enforcement.
