Cowells, pleasure point, & Capitola wharf, are all good places for beginners in Santa Cruz. Price depends on whether you have your own stuff or are renting every day...

There are 2 good spots in Santa Cruz:

Cowells near the pier
41st street in Capitola

Both places have rentals. 41st street have cheaper rentals.
