Bun Meat Bun has affordable burgers
Bun Meat Bun is quite expensive, what are you talking about? One can get a full hamburger meal (fries and soda) at any Solna korv for like 79, while at Bun Meat Bun that's only enough for a burger (a delicious one, but an expensive one nevertheless).

Really cheap? IKEA or Biltema. Hotdogs for just 5 kr. At Biltema you can also get a bun with coffe for 5 kr.
Otherwise the most food for money (depending on how much you can eat) you can get will usually be the traditional Swedish "Lunchbuffé" that's served at most common restaurants between 1100-1400. Price will be around 90 kr and it's all-you-can-eat.
A lot of restaurants also serve all-you-can-eat for dinner, but then the prices are between 150-200 kr and they have more to choose from. A really good one is Djingis Khan at Sveavägen close to Hötorget.
I wouldn't even feed a dog a "lunchbuffé". That is a terrible advice.
Lunchbuffes vary quite a lot, and you can find some that are good and some that are bad. Only a food snob would disparage lunchbuffes in such a way, and a food snob would be off topic in a thread about eating cheap.

I believe the best answers so far have been to try "Lunchbuffe", and also to cook by yourself. Unfortunately eating out in Stockholm is quite expensive, while if you cook yourself you can make extremely cheap, healthy meals. Some examples to give you ideas: you can get large bags of various types of rice, or green peas, or lentils, which you can turn into great meals with little else.
Besides that, I'd recommend trying out the Karma app:
It lets restaurants notify users of surplus meals that they haven't sold, to avoid throwing them away, and they offer them at great discounts (often 50%). The idea is that it's still good food, not leftovers or expired items, just meals that they suspect might not get sold after all (because they overestimated lunch attendance or whatever).
Finally, there is an online shop that also sells surplus food items, MatSmart:
Here you can actually find some expired items, although it's clearly marked, and often it's stuff that doesn't go bad easily (plus, expiry dates are often too conservative). In my household we buy a good chunk of our raw materials from there, like hacked tomatoes, rice, beans, spices, etc.
