Opatija is close to Zagreb, an hour and a half drive away. There are also some bus tours leaving in the morning and returning the evening, but you'd have to snoop around yourself to get more details.

I'd say that Crikvenica is the nearest from Zagreb. When you arrive? In the summertime there's organized 1 day trips Zagreb-Crikva with bus. Google it.

I would also say Crikvenica. Rijeka also :)

There is no decent beaches in Rijeka, it is town well known for its ship building industry. Search Crikvenica and Novi Vinodolski, they are towns nearest to Zagreb and also near to the Rijeka which is nice to explore but not for swimming.
