Pizza is cheap and also a great place for bits is Caffe Matto everything is 2$!!

Japanese steakhouse, get there 5pm for special - yanikuku west 9th st 2nd / 3rd ave
I'd HIGHLY recommend this Ethiopian restaurant in Brooklyn called Bunna - you can have traditional (delicious) shared large plates for about $13/person.
Noodles / dumplings down in China Town are pretty cheap - I'd suggest "Tasty Hand Pulled Noodles" or "Nom Wah Tea Parlor"
Cheap eats are aplenty in NYC, but cheap AND NICE are very rare. With that in mind: Kefi on UWS. Great greek food, nice setting, not expensive. Beyoglu on the UES. Turkish, fantastic, not expensive. Quite popular as a result. These two are very nice places and surprisingly not expensive. In downtown area, can't think of anything equally nice and not expensive. Maybe Ngam for Thai food - on 3rd Ave. Veselka on 2nd Ave is an institution, though niceness of it is relative.. I love Somtum Der on Ave A for Thai - it's not expensive, and more casual, can get a bit loud. In midtown, I recommend Gazala's Place in Hell's Kitchen (small, and BYOB, which helps - there's a wine store across the street). The top two though that I mentioned to me are the best value for the money - really nice restaurants with surprisingly low prices.
By Chloe has a few locations in Manhattan, it's excellent fast food and very popular.
Coppelia is one of my favorite restaurants in Manhattan and it's pretty cheap if you don't order from the dinner section of the menu.
Mighty Quinn's BBQ is delicious.
Boqueria is a Spanish tapas restaurant - they have happy hour specials and tapas are cheap if you just get a few to share.
Coppelia is awesome! I love that place, I’ve been going there for about 3 years now and the food and service never disappoints. It’s a diner but not your ordinary diner food it’s like Spanish food, the Tallarín Verde is amazing! They’re open 24 hours too. Also fun little fact, Coppelia is one of Rihanna’s favorite places to eat when she’s in NY Hahahha
I've never had anything bad at Coppelia, and their tres leches cake is amazing. I haven't seen Rihanna yet, but she obviously has good taste haha. I live in Astoria, but if I lived closer, I'd be at this place all the time.
Get a beer and hamburger at McSorleys Ale House, East Village. Oldest bar in Manhattan and cheap too.

If I were forced to share the best I know of for cheap and delicious...:
Nom Wah tea parlor for dim sum (Chinatown). Xi'an's famous foods for Sichuan-style hand pulled noodles (various locations). Veselka, in case you'd want to see what passes for Ukranian food... :P (East Village). Kenka for some amazing Japanese street food, there is always a wait, but its cheap and delicious (NOHO). KaoruMC has delicious and cheap sashimi... I think I kind of need to get there myself... (UES-ish, Near UN building). Tu Cachapa has some amazing takes on Venezuelan street food (Washington Heights, so far away, I know :-O). Malecon Restaurant has the best roasted chicken you'll find, served up with dominican style rice, habichuela and their awesome fried sweet plantains... you won't find a cheaper way to overeat in NYC! (UWS). Curry in a Hurry is super cheap and delicious, and as a bonus you can visit THE MOST AMAZING SPICE STORE, Kalustyan's, right next door (Kips Bay). Kopitian is a super cheap hole in the wall place serving up one of my favorite coffees in NYC, Malaysian white coffee, and delicious Malaysian fair (Chinatown).
Vanessa's dumplings at 118 Eldridge near Chinatown/LES is great food and very cheap.
