I wouldn't know about pre-paid options as I am a post-paid user. It depends on what you need most (calls, SMS, internet?). There are brands such as bonbon https://www.bonbon.hr/ and http://www.tomato.com.hr/ for your basic needs. I use Tele2 and am very satisfied. I would avoid T-com as the most expensive option.
If being online with your phone is not crucial then Tmobile (T-Com) has a daily plan where you can enable flat rate Internet for 24h for 1.5 Euros (10kunas).
Tele 2 for tourists 50 kn (7 euro) - enough minutes and 1 GB data
I am using Tele2 prepaid. They have option Slagalica where you combine number of GBs (3 GB or 5 GB, or even limitless) and number of minutes for calls and SMS. The option with 5 GB and 300 min costs 69 kuna per month. I think the SIM card itself (with so called Start paket) costs around 35 kuna.

Take Tomato, for like 7€ a month you have 5GB and a lot of minutes for calling and messages for texting.
Tomato and BonBon are virtual operators or sub-brands of major providers.
In case of emergency there is a lot of WiFi options in Zagreb. The city itself provides WiFi in the center. Major shopping malls got it and lots of bars and restaurants so if you arrive and are still undecided what operator to choose this is how you can get online.
Tomato, BonBon or Tele2. Low costs, lot of free minutes, SMSs and GB of Internet.
Tele 2 offers 1TB at 4Gspeeds for around 170kn a month without the need of a one year contract. After 1TB the speed will be limited between 5PM and 11PM to 3G speeds (70% speed).
If you're looking for a mobile phone SIM card, any will do. They are all well covered all over the city.

Bon Bon has the best coverage, and the prices are all similar. Specially if you intend to visit the islands, then forget Telemach or A1. The coast is best covered by T-Mobile and Bon Bon.
