Yes, if you will spend money only on apartment and food for a month.
How much minimum to live in a decent way for 1 person?
7.000-7.500 HRK, but if you want to save some money by every month then higher.
Yes it is, rent for an entire apartment with utilities goes around 3000 ( not in downtown). Check in Njuskalo.com . For one is ok, but find difficult to save money from that.

If you cook every day or at least most of days and don't eat out you will have some extra money for pleasure :)
How much minimum to live in a decent way and go out sometime for 1 person?
Depends on your way of life. So you can find ok small flat for 2000-2500 kn, you have to pay bills cca 700 kn per month in winter maybe more. For 1000 kn - 1500 kn you can buy supplies for month if you cook, the rest is yours. Currently I have cca 6000 kn for living, but I cook only 10 time a month and the rest I eat out, so I'm broke every 20th of month :). Also I smoke but I don't drink.
Thanks
No, it's not. It's barely to survive.

1200€, minimum...
9000 kn? Numbeo says that "A single person monthly costs: 4,401.31kn without rent." "Apartment (1 bedroom) in City Centre": 2,951.30 kn and Average Monthly Net Salary (After Tax) 6,151.14 kn Is that misleading/false?
Well, depending on which kind of life you are looking for. I have been renting a rustic appertment in total for 200€ in Novi Zagreb. I did not own a car and been cooking my own meals. It's definitely a student way of life but I even had enough for a holiday.
Yes, it's enough, but you will have to cut your expenses.
yes it is. I am a student and I spend way less
LOL that's a budget for a whole family here to survive, you kidding :D
I survive with half of that most of time
