It may be, in Costa Rica not a lot of people speaks english, but it may be possible that your future boss knows how to speak english, but in general peoplehere, is really humble, you can also try to collect coffee and other stuff related, but it is the same,people is really humble.
Think will be better for you find a job on a call center... they need people with English and the payment and conditions are lot better
Hey Vladimir, I see that you are an architect, there is a shortage of jobs in this sector in Costa Rica. Lots of people graduate from the universities (in architecture) and they can't find a job in their area. I think its because the market is small and we are not a very wealthy country, so people usually can't afford to hire an architect to design their homes. Sometimes I see job ads for technical drawers, which is a skill you might have as an architect, that is more of a possibility and I think in many companies there won't be a problem if you dont speak spanish.
Yes, I understand this. My specific area is construction of swimming pools, ponds and other water features, landscape design and construction. But I understand that to find a job in this area may be even more difficult. Therefore, I consider other jobs also.

There are lots yeah. Regarding your second question, it depends on their needs. For example, if they want to have somebody who speaks russian I think they might get you the work permit. I worked in a company who got work permit for foreigners so yeah.
no, i knows to much people working without legal papers (work permit), is easy find job, but you need to practice more spanish, and is very expensive country, the rent is expensive, the food too! with money you can get work permit or wherever...

Construction will require a pretty good understanding of spanish, especially if you're doing the hands-on part of construction. Most crews are made up of people with only very basic english, add that most construction projects are time-constrained and frequently changing, and that construction documents for the most part are produced in spanish, and you can probably imagine why you need a pretty good understanding of spanish.
Plus, you'll need a work permit if you want to work with a construction company. Construction companies are among the most frequently targeted by the government when it comes to work permits, most larger companies won't hire unless a candidate meets all necessary requirements, professional, legal and otherwise.
