Sorry if this question is offensive. I didn't track any local news for about one year. Just tell me are there any restrictions to visit public places at any time an so on?

There are no certain restrictions. Public places should be open til regular working hours, so I would say try to visit before 5pm. Restaurants and cafes are open til late hours mostly. Markets til about 8:30 pm depending on the market, of course there are always small shops called tekel which are available til late hours or even all night, also depending on the owner and area.
