You have three options by public transit:
The simplest way is to take the 5A bus from IAD to its final stop at L'Enfant Plaza. That bus will cost $7 cash and you will need to take exact change.
You could also take the Silver Line Express Bus to the Whiele-Reston station. The bus is $5 (cash or credit card). You would then take the Silver Line metrorail into the city, which would cost about $4 for a total of $9.
Similar to #2, but a tad bit cheaper, you could take the Fairfax 981 or 983 bus to Whiele -Reston Station ($1.75) and then take the Silver Line into the city, which would cost about $5.75 total.
If you are arriving after midnight (or really, after 11:00pm, given the time it takes to transfer from the plane to the bus), these options may not be available. If that's your situation, you should consider SuperShuttle http://www.supershuttle.com/locations/washingtoniad. That would cost around $30 for a shared van.
The 5A bus route from L'Enfant or Rosslyn to Dulles is super easy. I usually have the best luck catching it from Rosslyn - the stop is right in front of the Rosslyn Metro station - link to map showing the stop is below.

It is difficult to do via public transport. You could take the metro to the end, then taxi or Uber to the airport.
Not really with the 5A. Taking a cab or taxi is ridiculous expensive. Remember in Europe, people are more inclined to public Transport, but the 5A leads directly to L'enfant

THIS IS THE OFFICIAL METRO INFORMATIONTake the Blue line toward Franconia-Springfield from the Metro Center Metro, Station / Exit at the Rosslyn Metro station and walk South a short distance to North More St and 19th St tp get the 5A bus to the Main terminal at the Dulles Airport. It will take approximately 1 hour It will cost $8.25 (get a Smartrip card for $2 and put $8.25 on it)
Just to clarify for everyone, the DC metro does not run directly to all three airports. It only runs directly to DCA (National / Reagan) via the Yellow line. To get to IAD (Dulles), the easiest public transportation option is definitely the 5a bus from L'enfant Plaza station (Orange / Blue / Green / Yellow lines), and to get to BWI (Baltimore) , the easiest is the B30 bus from Greenbelt station (The northen end of the Green line) or the MARC train from Union Station (Red line). Great travels to all!
