Yes Surya there are buses on SAT & Sundays between 1-5 AM. :)
Public transport both outwards and inwards from the airport sucks. Their service is terrible. Suggest you be far better off ordering a budget ride.
Not really bro! Have you tried taking the Shuttle Bus from the Airport? It's actually not that Bad and on the Highway it takes just 45 mins Max to reach Fort :)

Gettting a cab will be better, Uber is your best choice.
Airport shuttle service is 27/7 just go to the bus point in front of the main car park at the airport. Or you may go to the 18th mile post which is 1 km away.. take a tuk tuk... From there every 30min long distance busses can take to Colombo
+1 for Uber. It's about 1500 [$10] including the Rs.300 toll from Colpetty [right near Barefoot Café].
Anyway, if you are taking bus service; Look for Airport bus, if not available try long distance buses going through Katunayake (18th Mile Post). Get down there (Airport junction) & take a 3Wheeler (Tuk tuk) for about 1km
