Nice cafés in the city are Theatre café, Preporod, Sova, With a view you have Kamarija up near Zuta tabija, Torte i to on top of BBI, one up in hotel Hecco and by the river a new one called Talks & Giggles.
Culture and art in general is in all the museums and galleries, events can be followed on Facebook most of the time.

I mostly agree with Linda, could just broaden the choice by adding Zmajevac (cafe and location) with a nice view,
and for the art/culture, perhaps walking through the main street (Ferhadija and Titova) might offer some interesting displays or shows, though mostly in Bosnian I believe.
