You will not be charged for receiving calls in a hotel or any other landline. Billing in the US goes to the iniator of the call.

Not sure. Hotels each have different policies, so I would just call the front desk and ask. Same thing with people's residential land lines... It depends upon their service provider and whether or not their phone plan has international long distance, so it's best to ask the owner of the home/landline.
Your best and most consistent option for free international calling, for both incoming and outgoing calls is Skype :)

In a private home, incoming landline calls are free unless they are "collect" calls.
Hotels, though, ought to be free but you do need to take it up with the particular hotel in question.
