I've lived in New Orleans for three years and only one bar has ID'd me. Just don't go to bourbon or frenchman on weekends and you'll be fine.
You may have luck uptown near Tulane campus, that was a good place when I was underage? You should be able to find one, with the amount of bars the city has to offer.

The state has agents everywhere. No one is interested in losing their livelihood for your cheap thrill.
I get ID'd almost every time I go to a bar and I'm 31 and don't look like I'm younger than I am. I'd say to bring an ID because not having one is a quick way to ruin your trip. Passports work quite well.
Most bars will not risk getting shut down.
