Number 23 from Boulevard Gambetta (a walking distance) and 70 from the Promenade they drop in front of the airport. Number 98 is not running these days because of strikes.

Other than the buses, you can also take a train from Nice Ville station to Nice St. Augustin stop, Airport is 4-5 mins walk from there

For sure, the better way to go fast and spend the less money is to walk 10min to the train station "Nice Saint Augustin" and go to "Nice Ville". There is the website to see the train : http://www.ter.sncf.com/paca Only 5min and less than 3euros

the cheapest way is go to the boulvared gambetta, its near the station you can walking around minutes then take a bus Number 23 and get off front of the Airport you just pay 1.5 euro goodluck

From Nice Ville - you can take a bus N°98 : TimeTable here ! https://en.nice.aeroport.fr/var/anca/storage/original/application/0db337639f2989c4323bc50ef6c2155f.pdf Or There's is a Tramway N°2, you have to change at "Jean Médecin" (N°1).
