I think the bus LR31 direction Grenoble having a stop at Sisteron is better than train. I do not know where in town to take this bus but I know it is possible to take it at the airport Terminal 1. There is no direct train ; one must change in Marseille.

Best view is surely by the road through the mountain, the train also offers a nice view along the coast but only at the start if I remember well. Best price is probably by bus. Time should be equal the two. You can also try car pooling : http://blablacar.fr/ Passing by Grasse will offer the best view.
