Possibly the "back yard" in pacific beach. Or "barely mash in downtown.
That's a hard one... maybe Gossip Grill in Hillcrest, Park & Rec in University Heights, Blonde Bar in Mission Hills, Bar Pink in North Park are some suggestions but I don't think they will be too happenin on any given wednesday. What kind of bar do you like? Dark, divey, loud, quiet, nice?

Sidebar near Gaslamp does their industry night on Wednesday. It's pretty much a smaller club but it's nice.
REALLY all depends on the vibe you’re looking for. Hole in the wall, classy roof top or just somewhere to watch a game. Soooo?
Backyard in PB has a great half off wine bottle night & karaoke on Wednesdays
Ocean Beach has their Farmers Market on Wed from 3-8 on Newport ave. which brings out a lot of people who come for the Market and stay for the Drinking
Sidebar downtown is ALWAYS busy on a Wednesday night, it is a lounge bar, feels like a small club. Barleymash also gets busy Wednesday's - those are probably your two best bets
