San Luis Obispo is a very expensive real estate market. So expensive that there are many homeless and others living in their car. You might check craigs list for towns near San Luis Obispo that might be cheaper such as Oceano, Santa Maria, Atascadero, Paso Robles, Nipomo and Grover Beach. You might try to share a room with another person.
The agency in charge of low-income housing for San Luis Obispo is:

This is a project in SLO that is mixed-income, meaning units allocated for people of various income levels, not just "Low income." The concentration of this particular project is "Workforce" housing, meaning most people not "Low income," but not super wealthy, either. There are more projects like this coming down the line.
