You can take the airport express from the airport. That may cost $35-$50 bucks. You could also look into taking a bus to Graton Casino. It's two towns south of Windsor 20-30 min. The casino bus is cheap because they want people to come gamble. But you would still be short of windsor a bit and Uber would probably be $15-20 more. I don't mind giving a ride up there if you make it to RP. I've traveled quite a bit and received help along the way. I like to pay it forward. Let me know if you have any other questions
Golden gate transit is the cheapest. They have an express from SF, I think it's the 80 route. Sonoma County Airport Express as mentioned is about $35 and not fast at all. About 2 hours from the airport to SR.
I suggest the golden gate transit line 72. This bus goes from San Francisco to, Rohnert part (2 stops) and then Santa Rosa (5 stops). I used to take this line and it is by far the fastest bus with minimal stops. I think it was like $14, which isn't bad. Below is the link to the bus schedule.

Yes, its the 80 on golden gate transit. It goes to downtown Santa Rosa. I have many answers about local area, I have lived here my whole life and I am 40. Any questions just ask!
