I think Paar Veini is a fair window into Tallinn. See where the rabbit hole goes from there. Rule of thumb is, further from old town, the deeper you go.

Try KOLM///. There are some places which have underground techno events, but they are not consistent, check events in EKKM, Hall (closed till April), 9/11, Patt

At Tulika 9/11 is a club having techno parties. Also UPS has parties every weekend in Kopli - to know this place, need to be very UG, cause there is no info of this place in the web, nor at the door of the place.. aadress - Kopli 70a.
