Cheap travel doesn't mean less meaningful travel. Usually quite the opposite. Surfing is a win-win in my books. Truly meet people, travel locally, make friends, travel cheap, and have a great time. Stories, life, and culture are travel is all about! hotel rooms and hostels are painted with money, not love.
