You can use free wifi in Japan by downloading this android app, "Japan Connected-free Wi-Fi(App)". It was created to improve free wifi service for tourists, especially before Tokyo Olympic 2020 comes...(This is my guess, actually). It seems that the wifi spots are limited but not too bad.
